Merengue originated in the late 1700's and early 1800's. It was developed by African Slaves who work in sugar plantations. At night, they'd watch their owners do traditional European dances at balls. The slaves would have their own celebrations, where they'd imitate the dance and add their own touches. The major addition was a drumbeat, which gives merengue an upbeat feel. Over time, the dance evolved to what it is today.
